4th St. Water Ext. 100% Complete

Moore Engineer Grant Dockter said the city’s 4th St. water main extension project is 100% complete during his report at the regular Napoleon City Council meeting last Monday evening, September 14, 2026.
During his phone conference report, he noted the special assessment process is underway and the council agreed to host a city council hearing for assessments on Monday, October 19 at 7:00 p.m., as the assessments are due to the county by November 1.
All councilmen were present for the meeting, including Mayor Todd Moos, Rod Kleppe, Norman Kleppe, Bob Humann, Mike Heying, Clark Haas and Darcy Piatz.
Dockter also said there has been a Prairie Dog grant awarded to complete street rehabilitation. He said Napoleon’s downtown is thriving and the engineering firm would like to assess it to keep creating potential. The council agreed and approved an agreement for a Moore Engineering contract. Dockter said funds would be expended prior to grant availability and would count towards local share. They would plan to bid the project(s) in early 2027, with construction from May-July, and finished before the annual school reunion.
Dockter also gave an update on the city-wide chip seal project that was supposed to take place this summer. He said the company will need to wait to chip seal until next year for the best product results, as the temps should be around 60 degrees and rising. The council asked. . .
