Domestic Fowl Ordinance Nixed

After months of deliberation and changes to a possible ordinance, the Napoleon City Council voted to deny the allowance of any type of domestic fowl (such as chickens) within city limits, during the regular monthly meeting last Monday, November 3. 

Councilmen present included Rod Kleppe, John Wald, Clark Haas, Mike Heying, Bob Humann and Mayor Todd Moos while councilman Rich Bjerklie was absent. 

The council went through a few changes that were made prior to the meeting to the proposed domestic foul ordinance. After talking about the changes, a couple council members said they’ve received about two to three residents stating they were against the ordinance, while they said there was no one stating they were for the ordinance. Wald said they’ve discussed the possibility of the ordinance long enough, while taking a lot of time on the changes, so he suggested moving on and voting, with a 4-1 vote against allowing domestic fowl (deny the ordinance-Wald, Humann, Kleppe and Haas; for the ordinance-Heying).

In other business the Moore Engineering engineer’s report was presented, while no representees from the firm were present. Council approved a change order for recent work completed on 4th St W water main expansion. 

He also stated if the city wants to apply for a loan to be used to chip seal streets within the entire city, it would have to be decided during the meeting, as the deadline is approaching. After discussion the council approved to go ahead and apply for the loan, which would be used for chip sealing. After they hear word back, they will discuss the possible project further. 

The council noted the garbage will now be changed for pick up along the streets. . .
